CDPCN
Founded in 1997, the Community Development Programs Center of Nevada is the anchor of Frank Hawkins' development work. CDPCN has built over 1,700 units of affordable housing across the Las Vegas Valley, supported small business entrepreneurs with plan reviews and loan packaging, and delivered direct services to families in low-to-moderate income communities who are routinely overlooked by traditional lenders and developers.
CDPCN's mission is to expand access to housing, credit, education, and economic development opportunity in underserved Nevada communities. The organization has worked with federal, state, and local funding sources including Low-Income Housing Tax Credits, HOME funds, and CDBG allocations to finance projects that private developers would not touch. Decades of completed projects, managed compliance, and reinvested returns have made CDPCN one of the most productive community development organizations in the state.

CDPCN's development portfolio spans nearly two decades of completed affordable housing across the Las Vegas Valley. These projects range from family apartments and senior living communities to single-family home developments, representing more than $100 million in total community investment.
GPMGLV
Global Property Management Group of Las Vegas was formed to manage the affordable housing developments that CDPCN built. Rather than handing completed projects off to outside management firms with no connection to the community, GPMGLV keeps operations local with staff who know the neighborhoods, the residents, and the regulatory requirements that come with publicly funded housing.
The company handles day-to-day property operations, tenant relations, maintenance, lease compliance, and the ongoing reporting required by HUD, the Nevada Housing Division, and tax credit investors. GPMGLV also prioritizes hiring and training people from the communities it serves, creating jobs and building management expertise within the same neighborhoods where the housing was developed.
NATIONAL CONSTRUCTION PROVIDERS
Founded by Luther Mack and Frank Hawkins in 2001, National Construction Providers built a reputation on multi-million dollar residential and commercial construction throughout Nevada. NCP's project history includes affordable multifamily housing, commercial tenant improvements, restoration work, and general contracting for both public and private sector clients.
NCP brought together seasoned project managers, licensed tradespeople, and subcontractor relationships built over decades of work in Southern Nevada. The firm maintained a track record of on-time delivery, budget discipline, and the kind of repeat client relationships that only come from consistently finishing what you start. Much of the visible affordable housing development in Las Vegas was built by NCP crews working alongside CDPCN's development team.

Nevada Wellness Centers is the first and only 100% Black-owned dispensary in Nevada. Frank Hawkins entered the cannabis industry with the same approach he brought to housing and construction — ownership rooted in the community it serves, not outside capital looking for a quick return. The dispensary operates out of a retail location on South Valley View Boulevard and serves both medical patients and recreational customers.
The broader operation has grown into a vertically integrated cannabis business that includes retail dispensary sales, licensed cultivation, and processing. Nevada Wellness Centers also runs community outreach and education programs focused on responsible use, patient access, and creating career opportunities within the legal cannabis industry for people in the neighborhoods where Frank has spent his entire career building.
